Re. including new features in patch releases

Not directly related to these CFV's but as a general suggestion, can we limit patch releases to bug fixes and not include new features? (Tip 472 e.g.) What's the difference between minor versions and patch levels if the latter also gets feature enhancements? And if we think the new features need to be released urgently for whatever reason, why not bump the minor release number instead of shoe-horning into a patch release.

Well, the problem is clear: Indeed we must be extremely careful when
doing this. The problem with increasing the minor version is that
then we have to support Tcl 8.5/8.6/8.7/novem in parallel, since
they can be installed parallel on the same system. My hope is
that TIP #439 lowers the pain of increasing the minor version
number, but until that we have to live with the situation.

Regarding TIP #472, enhancing the number parsing is no
danger at all: people who upgrade without reading the
release notes won't be hurt. Numbers that previously
gave an error will be handled now. I have no problem
bending the TIP #439 rules (which we didn't accept yet)
a little, for this specific case.

The message should be: "Upgrading patch releases
can be done without pain", so - indeed - extra
care needs to be taken accepting such TIP's for 8.6.
